In his pres\u00adent study, Bar\u00adna\u00adb\u00e1s Vaj\u00adda is focu\u00adsing on some par\u00adti\u00adcu\u00adlar issu\u00ades of Hun\u00adga\u00adri\u00adan cul\u00adtu\u00adral insti\u00adtu\u00adti\u00adons set up abro\u00adad by Count Kun\u00f3 Klebelsberg, Min\u00adis\u00adter of Cul\u00adtu\u00adre and Edu\u00adca\u00adti\u00adon of Hun\u00adga\u00adry bet\u00adwe\u00aden 1922-1931. Vajda\u2019s work is based on the revi\u00adsi\u00adon of let\u00adters and drafts that are part of Kle\u00adbel\u00adsberg\u2019s writ\u00adten inher\u00adi\u00adtance kept at Nati\u00ado\u00adnal Sz\u00e9\u00adch\u00e9\u00adnyi Library, Bu\u00adda\u00adpest.
\nKle\u00adbel\u00adsberg (1875\u20131932), a con\u00adser\u00adva\u00adtive Hun\u00adga\u00adri\u00adan poli\u00adti\u00adci\u00adan and min\u00adis\u00adter in Ist\u00adv\u00e1n Bet\u00adhlen\u2019s gover\u00adnment from 1922 to 1931, is today con\u00adsi\u00adde\u00adred as a sig\u00adni\u00adfi\u00adcant poli\u00adcy maker, main\u00adly due to his prog\u00adre\u00adssi\u00adve reforms in pub\u00adlic edu\u00adca\u00adti\u00adon and uni\u00adver\u00adsi\u00adty research. In the sec\u00adond half of his nine-year-long ministership, Kle\u00adbel\u00adsberg foun\u00added three Col\u00adle\u00adgi\u00adum Hun\u00adga\u00adri\u00adcums in Vienna, Rome and Ber\u00adlin, and scho\u00adlar\u00adship cen\u00adtres in Pa\u00adris, Lon\u00addon, Gene\u00adva and Warsaw. Based on Act 1927:XIII, estab\u00adlis\u00adhed insti\u00adtu\u00adti\u00adons were pro\u00adpo\u00adsed to con\u00adsist of rese\u00adarch centres, art institutions, and under\u00adgra\u00addu\u00ada\u00adte coll\u00adeges. A sup\u00adpor\u00adti\u00adve scho\u00adlar\u00adship sys\u00adtem was also created. The first Coll\u00adege was ope\u00adned in Vien\u00adna (Sept. 1924), never\u00adthe\u00adless the stra\u00adte\u00adgi\u00adcal\u00adly most impor\u00adtant one was in Ber\u00adlin. From he\u00adre Hun\u00adga\u00adry could reach not only Ger\u00adma\u00adny but also Scan\u00addi\u00adna\u00advia and, rat\u00adher surprisingly, some small Finno-Ugric nations, lin\u00adgu\u00adis\u00adti\u00adcal\u00adly rela\u00adted to Hun\u00adga\u00adri\u00adans but living iso\u00adla\u00adted in the Sovi\u00adet Union. From the cor\u00adre\u00adspon\u00addence it is obvi\u00adous that Kle\u00adbel\u00adsber had two ma\u00adjor hel\u00adpers in Ber\u00adlin: Carl Hei\u00adnrich Bec\u00adker as Min\u00adis\u00adter of Cul\u00adtu\u00adre of Prus\u00adsia and R\u00f3\u00adbert Gragger, Kle\u00adbel\u00adsberg\u2019s con\u00adfi\u00addent sub\u00ador\u00addi\u00adna\u00adte as head of the Ber\u00adlin institution.
\nThere can be two ma\u00adjor moti\u00adva\u00adti\u00adons found behind Kle\u00adbel\u00adsberg\u2019s actions. First, he atta\u00adched excep\u00adti\u00ado\u00adnal impor\u00adtan\u00adce to the goal that rem\u00adnants of Hun\u00adga\u00adri\u00adan cul\u00adtu\u00adre and science, after the disas\u00adtrous\u00adly lost Word War I, would be able to com\u00adpe\u00adte with or at least not left behind too much by the most pres\u00adti\u00adgi\u00adous cul\u00adtu\u00adres of Europe. The loca\u00adti\u00adons of the Coll\u00adeges clearly show the li\u00admi\u00adted possi\u00adbi\u00adli\u00adti\u00ades of Hun\u00adga\u00adri\u00adan cul\u00adtu\u00adral poli\u00adcy in par\u00adti\u00adcu\u00adlar as well as of Hun\u00adga\u00adri\u00adan fore\u00adign poli\u00adcy in general, for Vienna, Rome, and Ber\u00adlin were capi\u00adtals of coun\u00adtri\u00ades from where Hun\u00adga\u00adry, as a coun\u00adtry for\u00adced into fier\u00adce inter\u00adna\u00adti\u00ado\u00adnal iso\u00adla\u00adti\u00adon after 1918, could expect help with its revi\u00adsi\u00ado\u00adnist aims. With his slogan: \u201eThe Minis\u00adtry of Cul\u00adtu\u00adre is our Minis\u00adtry of Defence\u201d, Kle\u00adbel\u00adsberg refer\u00adred not only to the seve\u00adre restric\u00adti\u00adons over the Hun\u00adga\u00adri\u00adan Army after 1920, but also to his per\u00adso\u00adnal desi\u00adre of a pea\u00adce\u00adful Hun\u00adga\u00adry com\u00adpe\u00adting with other Euro\u00adpe\u00adan nati\u00adons in sci\u00aden\u00adce and culture. Kle\u00adbel\u00adsberg\u2019s sec\u00adond moti\u00adva\u00adti\u00adon for cre\u00ada\u00adting Hun\u00adga\u00adri\u00adan cul\u00adtu\u00adral cen\u00adtres abroad, was his pri\u00adva\u00adte con\u00advic\u00adti\u00adon that any scho\u00adlar\u00adship abroad, espe\u00adci\u00adal\u00adly in the most deve\u00adlo\u00adped countries, would high\u00adly encou\u00adra\u00adge young Hun\u00adga\u00adri\u00adan researchers, main\u00adly those who keen on social sciences.
\nSome docu\u00adments show that Kle\u00adbel\u00adsberg as a min\u00adis\u00adter had made attempts to back up Ita\u00adli\u00adan and Eng\u00adlish cul\u00adtu\u00adre aga\u00adinst the tra\u00addi\u00adti\u00ado\u00adnal\u00adly strong Ger\u00adman cul\u00adtu\u00adral influ\u00aden\u00adce over Hun\u00adga\u00adry. Some new appro\u00adach con\u00adcer\u00adning Kle\u00adbel\u00adsberg\u2019s atti\u00adtu\u00adde toward England can be com\u00adpre\u00adhen\u00added from his cor\u00adre\u00adspon\u00addence with lord Rothermere, with whom the Min\u00adis\u00adter had chan\u00adged let\u00adters regar\u00adding a plan of a boar\u00adding scho\u00adol on the Ti\u00adhany Peninsula.
