The his\u00adtor\u00adi\u00adcal changes given by the pre\u00advi\u00adous cen\u00adtu\u00adry, and\/or the Euro\u00adpean Union inte\u00adgra\u00adtion that has become mo\u00adre and mo\u00adre inten\u00adsive ori\u00adent the atten\u00adtion to this issue.<\/p>\n
Cross-bor\u00adder co-\u00adop\u00ader\u00ada\u00adtion that arise from the issue of be\u00ading sit\u00adu\u00adat\u00aded along the bor\u00adder is rea\u00adsoned with a num\u00adber of fac\u00adtors in Cen\u00adtral and East Europe: from one hand the ten\u00adden\u00adcie valid for the whole Euro\u00adpean con\u00adti\u00adnen\u00adt, on the other hand the spec\u00adi\u00adfi\u00adca\u00adtions cre\u00adat\u00aded due to the his\u00adtor\u00adi\u00adcal events.
\nIt can be gen\u00ader\u00adal\u00adly said from the point of view of the whole Europe that there are cer\u00adtain eco\u00adnom\u00adic, and\/or envi\u00adron\u00admen\u00adtal phe\u00adnom\u00ade\u00adna that know no bor\u00adder\u00ads. In order to use resources effec\u00adtive\u00adly, to cre\u00adate labour divi\u00adsion, and con\u00adse\u00adquent\u00adly to cre\u00adate com\u00adpete\u00adtive\u00adness it is nec\u00ades\u00adsary for cer\u00adtain geo\u00adgraph\u00adi\u00adcal units that cross bor\u00adders to co-\u00adop\u00ader\u00adate.
\nWe have con\u00adsid\u00adered impor\u00adtant now, in 2006, to talk about the euro-re\u00adgion\u00ads, since the impor\u00adtance of their mis\u00adsion has only been grow\u00ading in the last peri\u00adod. From May 2004 the East\u00adern and South\u00adern bor\u00adders of Hun\u00adga\u00adry became the outer bor\u00adders of the Euro\u00adpean Union. In 2007 Hun\u00adga\u00adry becomes part of the Schen\u00adgen Agree\u00admen\u00adt. All these changes have effect main\u00adly in rela\u00adtion with Roma\u00adnia and Ukraine, in which coun\u00adtries a large nub\u00admer of Hun\u00adgar\u00adi\u00adan minori\u00adties live, and where keep\u00ading con\u00adtacts is of high impor\u00adtance.
\nIn our study, we chose mem\u00adber state of the Union, for illus\u00adtra\u00adtion. Hun\u00adga\u00adry has six exist\u00ading euro-re\u00adgion\u00adal co-\u00adop\u00ader\u00ada\u00adtion with Slo\u00adva\u00adki\u00ada, the most of them are from the neig\u00adbour\u00ading coun\u00adtries. We intend to show euro-re\u00adgion\u00adal co-\u00adop\u00ader\u00ada\u00adtion through analysing the co-\u00adop\u00ader\u00ada\u00adtion of the V\u00e1g\u2013Duna\u2013Ipoly euro-re\u00adgion (VDI). The study begins with out\u00adlin\u00ading the\u00ado\u00adret\u00adi\u00adcal frame\u00adwork, explain\u00ading the mean\u00ading of the state of be\u00ading sit\u00adu\u00adat\u00aded along the bor\u00adder and region\u00adal\u00adis\u00adm, con\u00adse\u00adquent\u00adly we exam\u00adine that the oper\u00ada\u00adtional lim\u00adits that are gen\u00ader\u00adal\u00adly char\u00adac\u00adter\u00adis\u00adtic for euro-re\u00adgions are how rel\u00ade\u00advant in rela\u00adtion with the V\u00e1g\u2013Duna\u2013Ipoly euro-re\u00adgion con\u00adsid\u00ader\u00ading the local con\u00addi\u00adtion\u00ads.
\nSum\u00admaris\u00ading the expe\u00adri\u00adence achived dur\u00ading the exam\u00adi\u00adna\u00adtion of the V\u00e1g\u2013Duna\u2013Ipoly euro-re\u00adgion a few state\u00adments can be said that recent\u00adly char\u00adac\u00adterise the euro-re\u00adgion. The coun\u00adties in the VDI are in com\u00adpar\u00adi\u00adson of their ter\u00adri\u00adto\u00adri\u00adal size, are too big, the inter\u00adests of dif\u00adfer\u00adent local gov\u00adern\u00adments are dif\u00adfer\u00aden\u00adt, the rate of nec\u00ades\u00adsary devel\u00adop\u00adment of cer\u00adtain ter\u00adri\u00adto\u00adries is dif\u00adfer\u00aden\u00adt, there\u00adfore it is dif\u00adfi\u00adcult to cre\u00adate com\u00adpre\u00adhen\u00adsive pro\u00adject\u00ads, only the pro\u00advi\u00adsion of local pro\u00adgrams is rel\u00ade\u00advan\u00adt.
