The joint accom\u00adpa\u00adni\u00adments of ideas in rela\u00adtion with Cen\u00adtral Europe after the Sec\u00adond World War were the opin\u00adions and con\u00adcep\u00adtions in rela\u00adtion with the estab\u00adlish\u00adment of coun\u00adtries with\u00adout nation\u00adal, i.e. nation\u00adal\u00adi\u00adty minori\u00adties.<\/p>\n

The idea of estab\u00adlish\u00ading nation\u00adal coun\u00adtries was born at the end of 1939 at the Bri\u00adtish Min\u00adistry of For\u00adeign Affairs. Edvard Bene\u0161 dur\u00ading the Dis\u00adcus\u00adsions at the Bri\u00adtish Min\u00adistry in March 1940, to which he was always invit\u00aded, called a utopi\u00ada, but start\u00ading from 1942 he pro\u00advid\u00aded depor\u00adta\u00adtion with full ener\u00adgy.
\nWe have to take into con\u00adsid\u00ader\u00ada\u00adtion that fact that Czecho\u00adslo\u00adva\u00adkia could not be able to pro\u00advide pop\u00adu\u00adla\u00adtion exchange with Hun\u00adga\u00adry with\u00adout the help of Great Pow\u00ader\u00ads, main\u00adly with\u00adout the sup\u00adport of the Sovi\u00adet Union. The three Great Pow\u00aders at the con\u00adfer\u00adence in Pots\u00addam agreed on the depor\u00adta\u00adtion of the Ger\u00adman minor\u00adi\u00adty from Czecho\u00adslo\u00adva\u00adki\u00ada, Poland, and Hun\u00adga\u00adry. The records of the con\u00adfer\u00adence did not con\u00adtain instruc\u00adtions in rela\u00adtion with the Hun\u00adgar\u00adi\u00adan minor\u00adi\u00adty.
\nThe con\u00adfer\u00adence in Pots\u00addam served as a good basis for the Pres\u00adi\u00addent Bene\u0161 to issue sev\u00ader\u00adal decrees. Con\u00adsid\u00ader\u00ading the sit\u00adu\u00ada\u00adtion of the Hun\u00adgar\u00adi\u00adan minor\u00adi\u00adty the decree No. 1945\/33 issued on 2nd August, the decree on the arrange\u00adment of cit\u00adi\u00adzen\u00adship of Ger\u00adman and Hun\u00adgar\u00adi\u00adan nation\u00adal\u00adi\u00adty peo\u00adple, the decree No. 1945\/71 effec\u00adtive from Sep\u00adtem\u00adber 19, that was on work\u00ading obli\u00adga\u00adtion of peo\u00adple who lost their Czechoslo\u00advak cit\u00adi\u00adzen\u00adship, were of spe\u00adcial impor\u00adtance.
\nDepor\u00adta\u00adtion to Hun\u00adga\u00adry could not be taken into con\u00adsid\u00ader\u00ada\u00adtion, since the Great Pow\u00aders did not sup\u00adport it. Czecho\u00adslo\u00adva\u00adkia in this sit\u00adu\u00ada\u00adtion tried to find the way out by pro\u00advid\u00ading the pop\u00adu\u00adla\u00adtion exchange The agree\u00adment on pop\u00adu\u00adla\u00adtion exchange on a par\u00adi\u00adty basis was signed on Feb\u00adru\u00adary 27. 1946. In con\u00adsid\u00ader\u00ada\u00adtion of depor\u00adta\u00adtion of peo\u00adple beyond the frame of the exchange, Czecho\u00adslo\u00adva\u00adkia had hopes in the deci\u00adsion of the peace con\u00adfer\u00adence in Pa\u00adris, and main\u00adly from the sup\u00adport of the Sovi\u00adet Union.
\nThe pop\u00adu\u00adla\u00adtion exchange did not bring Czecho\u00adslo\u00adva\u00adkia the antic\u00adi\u00adpat\u00aded result\u00ads. The agree\u00adment made on July 28, 1948 was car\u00adried out in the fol\u00adlow\u00ading months in form of deci\u00adsions made by the Czechoslo\u00advak author\u00adi\u00adties and the Par\u00adlia\u00admen\u00adt.
\nFrom the sys\u00adtem changes that began in 1989 sev\u00ader\u00adal issues have been aris\u00ading in rela\u00adtion with the sit\u00adu\u00ada\u00adtion of the Hun\u00adgar\u00adi\u00adan minor\u00adi\u00adty between 1945\u20131948. These are main\u00adly con\u00adnect\u00aded to the can\u00adcel\u00ading of the decrees of the Pres\u00adi\u00addent Bene\u0161 and con\u00adtem\u00adpo\u00adrary orders of the Slo\u00advak Nation\u00adal Com\u00admit\u00adtee.
\nSources kept in the Sovi\u00adet archives relat\u00ading this issue became acces\u00adsi\u00adble after the sys\u00adtem changes.
